The Opportunity

Efficiency Manitoba (EM) is on a mission to reduce energy consumption using innovative approaches that respect the environment while delivering economic benefits for Manitobans. They engaged RFS Energy to craft a comprehensive 2023-2026 Efficiency Plan for regulatory submission. EM sought expert project management and technical advisory services, knowing that with RFS, they would receive not just professional support, but a true collaborative partnership. The objective was to ensure the plan aligned with provincial energy goals and regulatory standards while seamlessly integrating diverse stakeholder input, managing regulatory compliance, and delivering a robust, detailed plan within the required timelines. 

Our Approach

RFS Energy leveraged its deep expertise in energy efficiency program development and regulatory processes to support EM. With strong roots in Manitoba and years of experience working with the PowerSmart group at MB Hydro and now the Efficiency Manitoba team, RFS Energy brought extensive local knowledge and direct experience. This unique blend of on-the-ground implementation and advisory leadership allowed RFS to provide unparalleled support in developing the Efficiency Plan. 

To bring the Plan to life, EM worked closely with RFS Energy, who assembled a seasoned team for project management and technical advisory support. The framework implemented included:

Project Management
& Coordination

  • RFS developed and managed a detailed project schedule, meticulously tracking progress from inception to completion.

  • The team ensured a smooth flow of information coordinating input from all stakeholders and facilitating communication between internal and external partners.

RFS created and maintained a comprehensive risk register, identifying potential risks, assessing their potential impact, and outlining mitigation strategies to ensure the project’s success.

Risk Management

Technical Advisory
& Support

RFS provided coaching to EM team members on key topics such as:

  • Drafting strategies, idea development, addressing market barriers to DSM, insourcing versus outsourcing approaches, identification and inclusion of enabling strategies, engagement methodologies, balancing program optimizations, launching new offers, and reducing barriers to participation.

  • We also drafted supporting policy papers and training presentations, covering subjects like fuel switching, cost-benefit analysis, plan budgeting, incorporation of market potential studies outputs, and others. 

RFS delivered monthly status reports and a final assessment of the plan development process, ensuring transparency and accountability throughout the project.

The Impact

The successful development and submission of the Efficiency Plan will have a lasting impact on Manitoba’s energy landscape, promoting energy efficiency and sustainability across the province. By lowering energy costs for residents and businesses, the plan promises long-term savings.
